on android 7...10 from freezing downloads on a slow connection?

There is nothing I can do about the network speed except what I'm already doing which is to file formal complaint with Verizon on a regular basis.

But the slow connection isn't the real issue here;
I start installing an app via Google Play store and I know it's going to take a while... it progresses slowly and steadily.

But then "download manager" simply halts the process completely. It's not downloading at all! I toggle airplane mode on and off, then "download manager" resumes downloading but then it halts again.

Well, slow is better than halted.

Is there any way to prevent "download manager" from halting when the data speed is slow?

No, my data never disconnects, it's just slow.
